Executive Director, Philippine Business for Social Progress (PBSP) and Executive Committee Member of the Philippine Disaster Recovery Foundation (PDRF)



Rafael “Rapa” Lopa is the Executive Director of the Philippine Business for Social Progress (PBSP), the country’s largest corporate-led social development foundation.  The Foundation unites businesses and works with communities to enhance the impact of the business sector’s contribution in poverty reduction and environmental sustainability.  PBSP aligns its strategies along the country’s National Priority Agenda and the Millennium Development Goals.

Rapa is visiting San Francisco to meet with interested parties due to his recent involvement in disaster risk management and the rebuilding challenges in Haiyan affected communities cities and municipalities in the Philippines.  As Executive Director of PBSP, he was appointed to the Executive Committee of the Philippine Disaster Recovery Foundation (PDRF) that has been tasked to develop programs that will harness the private sector in the rebuilding efforts.  Rapa is particularly interested on how the City of San Francisco engages with the private sector, in particular, the real estate builders and developers, in building a more disaster resilient city.  The Philippine government is now in the process of reviewing land use planning policies given the impact of climate change in the Philippines.

Rapa oversees PBSP’s operations nationwide and the implementation of the Foundation’s programs in Health, Education, Environment, and Livelihood and Enterprise Development.  He has been involved for almost 30 years in non-profit management and serves as Trustee of several social development organizations.

At the same time, he is the President of the Ninoy and Cory Aquino Foundation (formerly known as Benigno S. Aquino, Jr. Foundation), which focuses on legacy promotion of Senator Benigno “Ninoy” S. Aquino and of former President Corazon “Cory” C. Aquino. 

Rapa also serves as a consultant to several companies and corporate foundations on philanthropy and inclusive business programs.  He is also an Independent Director of Splash Corporation, a publicly-listed company invested in personal care products and food products.
