About USEC Nora Kakila Terrado
Ms. Terrado entered the public service in July 2013 at the Department of Trade and Industry of the Philippines after over 30 years stint in the private sector where she had a progressive career as a finance executive, and blooming into a business executive and industry leader.
She was one of the pioneers in the offshoring and outsourcing business in the Philippines focusing in the software services sector of the IT Business Processing Management (ITBPM) industry.
Today, she is the supervising Undersecretary of DTI’s Industry Promotion Group (IPG). Her portfolio includes the following bureaus/attached agencies & government corporations.
She serves as one of the Governors at the Board of Investments where she provides strategic direction on investment promotion and assistance.
She is the DTI Champion for these key initiatives: Gender and Development (GAD), Ease of Doing Business (EODB) and Innovation and Entrepreneurship (I&E).
She joined DTI in July 2013 as the Undersecretary for the Management Services Group (MSG) and became the Chief-of-Staff (COS) for the Secretary of Trade and Industry in August 2013. She continues to play the COS role to this day.
Her key accomplishments in DTI are considered breakthroughs and affirmed by independent third party organizations. Most significant are the full automation of the end-to-end business registration process and the Philippine Business Registry, the provision of a stable agency IT infrastructure for connectivity and office productivity, the roll-out of the Performance Governance System resulting in DTI attaining Level 4 (highest level) with the Gold Trailblazer Award and being recognized as among the 12 Islands of Good Governance conferred by the Institute for Solidarity in Asia. Moreover, she led the successful hosting of the APEC Women and the Economy Fora 2016 as the Overall Chair for this APEC segment.
Before joining DTI, the Undersecretary was the President and Country Manager of Headstrong Philippines Inc., (a GENPACT Company) for over 10 years and the Site Leader for IT Services delivered offshore from the Philippines for global customers in Capital Markets/Financial Services, Healthcare and Technology.
The Undersecretary was the President of the Philippine Software Industry Association (PSIA) from 2011 to 2013. She served for many years as Director/Trustee of PSIA and the IT-Business Processing Association of the Philippines and was an active member of the American Chamber of Commerce.
