    Last week, the amazing and phenomenal event, One Billion Rising took place in many different cities and countries around the world. The Filipina Women's Network rose with San Francisco at the SF City Hall Steps on V-day, Feb. 14, 2013 to demand an end to violence against women & girls.

    FILIPINA CALL TO ACTION

    Tell the President and HHS young women need access to safe contraception: 

    On Dec. 7 Senator Sebelius at Human & Health Services (HHS) rejected the Food and Drug Administration's (FDA) decision to make Plan B available over the counter for women of all ages. FDA experts reviewed scientific medical data and analysis and found no reason to deny women below 17 full access. http://salsa.democracyinaction.org/o/2491/p/dia/action/
    • Young Asian/Pacific Islander (API) women, who are often uninsured or do not have access to a regular health care provider, will have difficulty obtaining prescriptions. 
    • API women 17 and older who are unable to provide documentation to verify their age will need to continue to need a prescription.
    • The age restriction affects all women because everyone will continue to need to go to a pharmacist to access the medication.

    Journalism FAIL: Tell Tribune Media Services to Pull Joel Brinkley - In early February, Tribune Media Services distributed the article "Despite Increasing Prosperity, Vietnam's Appetites Remain Unique" by Joel Brinkley. In the article, Brinkley claimed that the Vietnamese are an overly aggressive people compared to their "passive" Asian counterparts, which can be attributed to their rampant consumption of dogs, rats, and other wildlife.     The big anti-violence campaign One Billion Rising is tomorrow, and since we've been gearing up this big event to end violence against women and girls, I find it only fitting to share an article featuring an art exhibition highlighting "women's inner strength" at the Cultural Center of the Philippines. 
    “High Spirit,” the art exhibition, celebrates the centennial anniversary of College of the Holy Spirit, Mendiola (CHS). Fifteen accomplished CHS women alumnae in their various fields of endeavor participate, with their art to be viewed at the Cultural Center of the Philippines (CCP) Little Theater lobby and second-floor hallway. The exhibit runs until March 27. Free viewing is open daily Tuesday-Sunday, 9 a.m.-6 p.m., and during theater performance intermission. (The Inquirer)

    SAN FRANCISCO – The San Francisco Board of Supervisors unanimously passed a resolution to declare Valentine's Day in San Francisco this year as "One Billion Rising Day" as part of a global movement to end violence against women.

    One Billion Rising is an effort to raise awareness about the continuing abuse and rape of women across the world, which on Feb. 14 will be acknowledged at events in 197 countries, including an event at San Francisco City Hall.

    Pay Equity, Comparable Worth, and Purple Thursdays!
    More than 30 years ago, SEIU and the City and County of San Francisco began working together
    to put an end to institutional wage discrimination against women and people of color.
    The citizens of San Francisco endorsed those efforts, passed Proposition H in 1986,
    and ushered in an era of fair and just compensation
    and
    recognition of the value of ALL work and ALL workers.
    Sadly, the City, through the Department of Human Resources,
    has been engaged in a campaign to erode those historic gains
    through the 'deskilling' of workers and 'reclassifying' the work we do.  
    The City's latest assault on workers is DHR's recently published list of
    45 SEIU classifications it has identified as
    'overpaid'.
    The City is attempting to Turn Back the Clock
    and
    undo the legacy of Pay Equity and Comparable Worth victories.
    Enough is Enough!
    At noon, on Valentines Day, February 14th,
    join union members, community activists, workers and retirees
    at the Department of Human Resources Headquarters,
    the intersection of Market St. and South Van Ness Avenue,
    for a rally to 
    PROTECT PAY EQUITY and COMPARABLE WORTH.

    Obamacare’ to boost Medicare portability bid

    McLEAN Va. Some doctors in California and Nevada are working with insurance companies that would allow Filipino Americans in the Philippines to avail of US Medicare, which proponents say could provide the best justification to push a Medicare portability law in Congress.
    “Doctors are taking the lead to create a win-win collaborative partnerships with Medicare Advantage insurance companies to extend temporary Medicare benefits,” explained portability advocate Eric Lachica.
    He was referring to a group called the United Physicians International (UPI) of Panorama City Ca. that is led by Dr. Rene Lim.
    They work with The Medical City, one of Manila’s top-notch hospitals. Fil-Ams admitted to its Emergency Room will no longer be required to pay their bills upfront – the biggest burden for Fil-Ams getting medical care in the Philippines – because it’ll be shouldered by UPI which later collects the patient’s Medicare reimbursement.
    Loida Nicolas Lewis said they haven’t found anyone to sponsor Medicare portability on Capitol Hill, but assured they’re working on it. “I have the 2 senators of New York who I can approach. I also have (Congressmen) Carolyn Maloney and of course Charlie Rangel and Hakim Jeffries,” she told the Manila Mail.
     In the meantime, they have to settle for smaller gains like the precedent established in Guam and Northern Marianas that have won Medicare waivers that allow their new US nationals to be treated at accredited Philippine hospitals.
    Lachica believes every time they can demonstrate huge savings from Medicare portability moves them closer to finding support in an increasingly cost conscious Congress.
    The implementation of the Affordable Healthcare Act – Obamacare – has made such innovations especially attractive.
    “The whole thrust of Obamacare is to reduce cost and maintain quality care. Uninsured Americans will have to choose and if they don’t buy insurance, the state has to make the choice for them and have until June 1 (California) to establish so-called exchanges,” he explained.
    Insurance companies, he predicted, “will be running the show.”
    He revealed that one major health insurance company has been encouraging Fil-Ams facing serious medical challenges, to get treatment in accredited Philippine hospitals because of the huge savings compared to treating the patient in the US.
    “Certain medical procedures, especially surgery, can be done in world-class Philippine hospitals at a fraction of the cost here,” Lachica averred, adding that the insurance company was now busy recruiting medical partners in the Philippines to work with their network.
    Lewis is confident the boons of Medicare portability would soon become self-evident. She noted that a generation of Fil-Ams is reaching their “golden years” – Filipinos who immigrated to the US in the late 1970s and early 1980s who are retiring and will need sustained medical care.
    Medicare portability, she argued, will be given them the choice of spending their final years in the land of their birth and at the same time maximize US taxpayer’s money.

    CONNECTING WITH YOUR PINAY ROOTS
    With the big non-violence movement One Billion Rising fast approaching and the recent celebration of 40 years of Roe v. Wade, I stopped to remember the Philippine governmental ban on abortion. According to the Center for Reproductive Rights, "abortion has been criminalized in the Philippines for over a century," and furthermore has "not prevented abortion, but instead has made the procedure unsafe and potentially deadly for the over half a million women each year who try to terminate their pregnancies." The thought of women and girls having possibly fatal procedures done to their bodies frightens me. In late January of this year, the Human Rights Committee called for liberalization and "suggested new legislation that provides  for exceptions to the ban, specifically when the life or health of the mother is endangered, and in cases of rape or incest" (reproductiverights.org). Abortion is a touchy subject, but it is important for everyone to understand the risks and possible fatalities of making it illegal.

San Francisco Mayor Ed Lee appointed Marily Mondejar to the Commission on Community Investment and Infrastructure ("CCII"), the Successor Agency to the San Francisco Redevelopment Agency. Governor Jerry Browneliminated all redevelopment agencies in California in 2011.
     
    CCII exercises land use, development and design approval authority for the Major Approved Development Projects which include Mission Bay, Hunters Point Shipyard/Candlestick Point and Transbay Terminal and manages the former Redevelopment Agency assets in Yerba Buena Center in place of the former San Francisco Redevelopment Agency Commission. These projects will create jobs, affordable housing, commercial space, parks and open space areas in Districts 6 and 10.

    Statement from Leadership Education for Asian Pacifics, Inc. (LEAP) on the New York Times' Recent Article on Asian Americans and Philanthropy
    Los Angeles, California January 18, 2013 – LEAP is enthusiastic by the New York Times’ recent publication of Mr. Kirk Semple’s article titled: “Asian-Americans Gain influence in Philanthropy” shedding light on an issue very little known and talked about in mainstream media: Asian Americans and their contributions to society.

    While Mr. Semple points out that “the growth in philanthropy by Asian-Americans parallels a surge in the Asian population in the United States,” it is unfortunate that Asian Americans continue to be largely absent on the boards of the largest foundations and nonprofits in the country. According to our most recent reports, 71 percent of the top 100 foundations and 53% of the top 100 nonprofits lacked Asian and Pacific Islander (API) representation in their boardrooms.
    2012 API Representation on the Top 100 Foundation Boards
    In 2012, API directors held only 4% of board seats (44 out of 1,086) at 29 of the top 100 foundations, a decrease from 4.95% in 2010.

    2011 API Representation on the Top 100 Nonprofit Boards
    In 2011, API directors held 2.5% of board seats (78 out of 3,061) at 47 of the top 100 nonprofits.

    At the time, Zero APIs lead ANY of these foundations or nonprofits in the role of executive director, president and/or CEO, an issue we must challenge.
    We must not lose sight of how diverse boards with different experiences enable organizations, in this case, foundations and nonprofits, to develop unique strategies to accomplish their goals. Asian American directors bring rich and diverse voices that enhance boards’ ability to achieve their defined missions. At the same time, Asian Americans must be ready and willing to step into leadership roles and the Asian American community must advocate for Asian Americans to have seats at the decision-making table. Foundations and nonprofits must take the initiative to diversify their board membership and gain the advantages that diversity and inclusion bring.

    In Los Angeles, California, there stands a Filipino World War II Veterans Memorial that was unveiled six years ago. If you have not yet seen the memorial, then the next time you happen to find yourself in sunny Southern California, you must check it out. The memorial is comprised of five slabs of polished black granite designed by artist Cheri Gaulke. The monument stands in Lake Street Park, directly in the heart of Los Angeles' Historic Filipinotown. Each slab of granite commemorates the history of the Filipino veterans. Cheri Gaulke's book, "Valor: Filipino World War II Veterans Memorial", features pictures from the unveiling of the monument in 2006, as well as essays from relatives of some of the veterans.

    Global Networking: Violence Against Women


    Lost in all the media frenzy over the various economic fiscal cliffhangers facing the US on the last day of the 113th Congress on January 1, 2013 was the fate of the Violence Against Women Act (VAWA) that had been extended every five years by the US Congress since it was first enacted in 1994 to address domestic and sexual abuse and to expand services and programs for victims of sexual crimes.
     
    Though it passed the Senate by a 68 to 31 vote, the House Republican leadership refused to bring the measure for a vote on the last day of Congress fearing that a straight up or down vote would result in its passage.
     
    As Sen. Patty Murray explained to CNN, VAWA had “provided life-saving assistance to millions of women and families across the nation. For battered women, the law has provided critical law enforcement protections and often a way out from a life of abuse. One reason the law has worked so well in protecting a broad group of women is that since its initial passage, every time the US Congress has reauthorized the bill, we have done so in a bipartisan way that extends the legislation's many protections to new groups of women.”
     
    US lawmakers had been presented with statistics showing that a sexual assault occurs every two minutes in the US, a figure which may be an underestimation as authorities believe that more than 50% of rapes in the US go unreported. VAWA had provided funds to train about 500,000 law enforcement officials, judges, and prosecutors each year to help ensure that rape crimes are properly prosecuted. Since VAWA’s passage, more rape survivors have been willing to come forward and report the crimes against them. The rate of intimate partner sex crimes has dropped by more than 60% since VAWA's enactment.
     
    In the House debate on VAWA, Rep. Gwen Moore (D-Wisconsin) described her own ordeal as a sexual assault victim to explain why VAWA needed to be reauthorized. The man who raped her, she said, took her underwear to display as a prize to his friends, who had all bet him that she couldn't be "had." "This is what American women are facing," Moore explained.
     
    Rep. Moore’s point was further emphasized by a New York Times story on December 17 (“High School Football Rape Case Unfolds on Web”) about the rape of a 16-year old high school girl by two star football players in Steubenville, Ohio. The case drew widespread attention because the rapists committed their sexual assaults on the intoxicated minor in front of partygoers who recorded the rape on their cell phone cameras and posted them on the Internet. Despite the clear evidence of their depraved crimes, their football coach and a local judge vouched for their sterling character.
     
    On December 18, the Economist reported the December 16 gang rape of a 23-year old medical student in New Delhi. “The police said the men were looking for some fun. They had been drinking, having a party, and decided to go on a joy ride. They began circling the capital in a private bus, the police said, when they spotted a couple looking for a ride home. They waved the man and woman onboard and charged them each 36 cents. And then, the police said, the men beat the couple with an iron rod and repeatedly raped the woman as the bus circled the city.”
     
    The woman suffered severe injuries to her head and sexual organs and had to be flown to Singapore for treatment of her injuries where she eventually died but not before news of her brutal rape drew outrage all over India and by Indians all over the world who demanded changes in the government’s treatment of rape. According to news reports, of the more than 600 rape cases reported in New Delhi in2012, only one led to a conviction.
     
    “Change is possible, but the police must document reports of rape and sexual assault, and investigations and court cases have to be fast-tracked and not left to linger for years,” wrote Sonia Faleiro in an op-ed piece in the New York Times on January1, 2013. “If victims believe they will receive justice, they will be more willing to speak up. If potential rapists fear the consequences of their actions, they will not pluck women off the streets with impunity.”

    While the women of India were looking up to VAWA as a legislative example of how to safeguard their rights, House Republicans – especially members of a group informally known as the “Men’s Rights Caucus” - were successfully blocking reauthorization of the law because of their opposition to provisions expanding the rights of immigrant women, gays and Native Americans.   

    According to Erika Eichelberger, (January 3, 2013,The Nation, “Blocking VAWA, The GOP Keeps Up the War on Women”), House Republican Majority Leader Eric Cantor “dug in his heels over the Native American provision, which would have expanded tribal courts’ jurisdiction over domestic violence offenses committed on reservations against Native women by non-Native men.” Under current US law, white American men cannot be charged for raping Native American women in tribal lands.  
     
    As an immigration lawyer, I am especially dismayed by the demise of VAWA because of the protections it provided to spouse-victims of domestic violence which allowed them to “self-petition” and obtain immigration relief independent of their abusive spouse.
     
    Since VAWA’s passage in 1994, I have represented many Filipino women who were petitioned by their US citizen spouses and who were then subjected to repeated sexual battery and were unable to escape their abusive situations because of fear of deportation. Because of VAWA, the battered Pinays were able to obtain their green cards even without the petition or cooperation of their spouses.
     
    VAWA will be reintroduced this year in a Congress that now has more women than ever before. It should receive the vote of even those male members of Congress who believe that every human being has a fundamental right to be free from violence, rape, and sexual assault and that society’s most vulnerable and marginalized members deserve to be protected.

    CONNECTING WITH YOUR PINAY ROOTS
    With the Australian Open starting, nostalgia for my tennis glory days has been arising in me. In my family, tennis has strong roots - both my father and grandfather play - and because of these strong roots, my sister and I have a deep love and appreciation for the sport; we both played varsity high school tennis, were avid players in the United States Tennis Association (USTA), and played collegiate level tennis at our alma maters (all thanks to our coach: Dad). As hype for the first big tournament of the year, the Australian Open, begins, I started wondering (again) what tennis in the Philippines is like. According to an article I read on the Inquirer, the Philippine Columbian Association Open is the biggest tournament for Filipino tennis players. The beta offers a sneak peek at what the magazine will offer once it starts its regular run on January 1, 2013.
    FWN's very own tech evangelist Franklin M. Ricarte joins Mona Lisa Yuchengco (FWN100 '09), Rene Ciria Cruz, Gemma Nemenzo (FWN100 '07) and Raymond Virata, all veterans of Filipinas, the popular magazine for Filipino Americans, which published for 18 years.

    If you're like me and you're always looking for a new food spot to try out, your next stop should definitely be Brenda's French Soul Food restaurant in downtown San Francisco. Being the "Yelpster" that I am, I usually find myself perusing through Yelp to find my next food adventure in between bus stops or just simply lounging around my room. And needless to say, Brenda's has been impatiently waiting on my list. Last week I had the absolute pleasure of treating my taste buds with some delicious soul food! The restaurant itself is absolutely divine with its bright red paint outside and interesting decor of mirrors and Cafe du Monde cans inside. I ordered the "Shrimp and Grits" with a warm, flaky biscuit on the side. To drink, I tried the Watermelon Ice Tea which had a perfectly crisp and refreshing flavor to accompany the deep, rich flavors of the grits.



    Brenda's is owned by Filipina American, Chef Brenda Buenviaje, FWN100 '09. Brenda grew up in Harvey, Louisiana, on the West Bank of the famous New Orleans.     Vangie Buell is a living historical gem: She's the granddaughter of a Buffalo Soldier -- the nickname given by American Indians in the 19th century to black American soldiers. Even rarer: Her grandfather Ernest Stokes was one of the 6,000 Buffalo Soldiers sent to the Philippines to fight during the Spanish-American War during the 1890s. He was one of the few who stayed, married a Filipina (Buell's grandmother) and had children.
    In her memoir "Twenty-Five Chickens and a Pig for a Bride: Growing Up in a Filipino Immigrant Family" (T'Boli Publishing, 2006), Buell recounts her grandfather's experience, and her own, as one of the few Filipinos growing up in West Oakland during the 1930s and '40s.
    She remembers seeing "No Filipinos or dogs allowed" signs posted at restaurants and having to wear a button that said "I am a loyal Filipino" during World War II, because even though she didn't look Japanese, she was still Asian -- and vulnerable to harassment. -Michelle Devera Louie, SF Chronicle 

    A Filipino-American activist, Vangie was born in San Pedro, California, grew up in West Oakland and devoted her life to social justice, human dignity, multicultural understanding and equality.



    On Tuesday, December 4, the winners of the "Bye Bye Bullying" Anti-Bullying Video Contest were announced! San Francisco District Attorney George Gascon, Marily Mondejar (FWN President), and Renel Brooks-Moon (San Francisco Giants) all helped present the winners. To help end bullying in private and public schools, middle and high school students were asked to create a 60 second video of one of the following themes: 1) What is Bullying? 2) Effects of Bullying 3) Effective Ways to Respond to Bullying. The videos were evaluated by a panel of judges: Dr. Chris Stewart from San Francisco General Hospital, Kristina Omohundro from Zendesk, San Francisco Youth Commissioners Mia Tu Mutch and Angel Carrion, Irene Van der Zande from Kidpower, Renel Brooks-Moon from the San Francisco Giants, Cheryl Jennings from ABC7 News, and Dr. Emily M. Murase, PhD from the SF Board of Education.

    CONNECTING WITH YOUR PINAY ROOTS

    With all the crazy weather that's been happening lately, like the typhoon 'Pablo' in the Philippines, I randomly started thinking about past natural disasters. When I was five years old I visited the Philippines for the first time and I remember seeing the Mayon Volcano from afar. I remember being so interested in how such an amazing site could be so terrible. According to the Eruptive History of Mayon Volcano, Philippines by Susan C. Ramos-Villarta, Ernesto G. Corpuz, and Christopher G. Newhall, the 
    Mayon Volcano is an active andesitic volcano in the eastern (Bicol) volcanic chain, and has erupted 44 times over approximately 400 years of recorded history. Of these eruptions more than half caused loss of life or serious damage to property. (1)

    Vangie Buell is a living historical gem: She's the granddaughter of a Buffalo Soldier -- the nickname given by American Indians in the 19th century to black American soldiers. Even rarer: Her grandfather Ernest Stokes was one of the 6,000 Buffalo Soldiers sent to the Philippines to fight during the Spanish-American War during the 1890s. He was one of the few who stayed, married a Filipina (Buell's grandmother) and had children.
    In her memoir "Twenty-Five Chickens and a Pig for a Bride: Growing Up in a Filipino Immigrant Family" (T'Boli Publishing, 2006), Buell recounts her grandfather's experience, and her own, as one of the few Filipinos growing up in West Oakland during the 1930s and '40s.
    She remembers seeing "No Filipinos or dogs allowed" signs posted at restaurants and having to wear a button that said "I am a loyal Filipino" during World War II, because even though she didn't look Japanese, she was still Asian -- and vulnerable to harassment. -Michelle Devera Louie, SF Chronicle 

    A Filipino-American activist, Vangie was born in San Pedro, California, grew up in West Oakland and devoted her life to social justice, human dignity, multicultural understanding and equality.



    On Sunday, November 18, FWN attended the PIA Bazaar and Fashion Show at the Hyatt Regency in San Francisco where designer Patis Tesoro's designs went down the runway!

    Way to go Fil-Ams! In this year's election cycle a number of Filipino Americans were elected nationwide. To celebrate their victory, we hosted the successful Fil-Am Thanksgiving and Victory Party Monday night, November 19.     CONNECTING WITH YOUR PINAY ROOTS

    Ever since I was a little girl, I have always been enamored with classic films and classic movie stars. For this, I salute my grandmother. Some of my favorite childhood memories were of me and my grandma watching "Meet Me in St. Louis" or "Seven Brides for Seven Brothers" in black and white on a little television screen, while cuddled up on her bed eating salted peanuts and original flavored fritos. Just recently, while perusing through a book, 100 Women of the Philippines by Joy Buensalido and Abe Florendo, I came across Rosa Rosal who is one of the 100 in the book.

    The first few sentences about her reads,
    "She could have blazed away to become the most famous actress of her time but Rosa Rosal, one of the Philippines cinema's most beautiful faces, preferred to craft a more substantial, a more beautiful life." After reading more about Rosa in the book, I learned that in addition to her movies and being known as a "heartless contrabida (villainess)," she was a Red Cross volunteer, then becoming the Philippine National Red Cross governor. Rosa helped campaign for blood donations and funds for the National Blood Program. What an inspiring woman! Now I might just have to watch a few of her movies...
